The key distinction of the IT Research Ukraine study is its comprehensive approach to data collection and analysis, which makes its results highly representative. They provide us with an end-to-end view of the industry&#8217;s current state. I am grateful to the Lviv IT Cluster for its systematic analytics, which enables the government to calibrate support and development policies for the entire industry,\u201d<\/em> says <strong>Mykhailo Fedorov,<\/strong> First Deputy Prime Minister of Ukraine \u2014 Minister of Digital Transformation of Ukraine.<\/p>\n<\/blockquote>\n\n\n\n<p><strong>Dynamics of the tech sector: stabilization despite challenges<\/strong><\/p>\n\n\n\n<p>Despite the challenges of full-scale war, the tech industry remains one of the key sectors of the Ukrainian economy, providing significant foreign currency inflows. The tech sector is the largest exporter of services in Ukraine:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>computer services account for <strong>41.9%<\/strong> of the total volume of services, maintaining first place among all categories;<\/li>\n\n\n\n<li>in total exports of goods and services, the share of computer services is <strong>12.3%<\/strong>, second only to the export of food goods and agricultural products.<\/li>\n<\/ul>\n\n\n\n<p>In 2024, the sector\u2019s turnover reached <strong>$7.48 billion<\/strong>, and exports \u2014 <strong>$6.45 billion<\/strong>. Even amid global economic headwinds and wartime pressures, the domestic market continued to expand, achieving 1\u20132% nominal growth and demonstrating remarkably stable demand.<\/p>\n\n\n\n<p>The forecast for the 2025 financial results suggests potential stabilization:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>under the optimistic scenario, the industry may reach <strong>$7.56 billion (+1.03%)<\/strong>;<\/li>\n\n\n\n<li>under the pessimistic scenario \u2014 maintain the previous year\u2019s level at <strong>$7.47 billion<\/strong>.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"630\" src=\"https:\/\/itcluster.lviv.ua\/wp-content\/uploads\/2025\/12\/13-slajd-angl.png\" alt=\"\" class=\"wp-image-62731\"\/><\/figure>\n\n\n\n<p>The share of tech industry in Ukraine\u2019s GDP decreased from <strong>4.43%<\/strong> in 2023 to <strong>3.92% <\/strong>in 2024. This relative decline occurred due to the increasing contribution of the military-industrial complex (MIC), manufacturing, construction, and energy sectors to Ukraine\u2019s GDP, driven by reconstruction programs and military contracts fulfillment, while the tech sector maintained a relatively stable level of nominal volumes in 2024. Under favorable business conditions and increased involvement of companies in dual-use and defense solutions, it may return to <strong>4\u20134.2%<\/strong> in 2026.<\/p>\n\n\n\n<p>By hiring one tech specialist, companies create and sustain <strong>2.7<\/strong> jobs*. Overall, the industry generated around <strong>644\u2013645 thousand<\/strong> direct and indirect jobs.<\/p>\n\n\n\n<p><em>*An indicator demonstrating the indirect interdependence of jobs in adjacent industries through the lens of consumer spending dynamics by those employed in tech sector within a year after creating one tech specialist job.<\/em><\/p>\n\n\n\n<p><strong>Transformation of companies, the talent market, and mobility&nbsp;<\/strong><\/p>\n\n\n\n<p>There are currently <strong>2,062<\/strong> active verified tech companies in Ukraine. The market structure is as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>46% <\/strong>\u2014 outsourcing;<\/li>\n\n\n\n<li><strong>2% <\/strong>\u2014 outstaffing;<\/li>\n\n\n\n<li><strong>31% <\/strong>\u2014 product;&nbsp;<\/li>\n\n\n\n<li>The rest operate with a mixed business model.<\/li>\n<\/ul>\n\n\n\n<p>Most Ukrainian tech companies have stabilized after the challenges of recent years and are actively seeking paths for further growth. <strong>13% <\/strong>of companies have experience attracting investment and plan to continue; another <strong>13%<\/strong> \u2014 have not worked with investors before but plan to start;<strong> 30%<\/strong> \u2014 have no experience and do not plan to raise funding soon.<\/p>\n\n\n\n<p>Regarding corporate deals and development strategies, companies are considering:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>selling the company to a strategic investor (exit) \u2014 <strong>21%<\/strong>;<\/li>\n\n\n\n<li>selling a company share to an investor \u2014 <strong>17%<\/strong>;<\/li>\n\n\n\n<li>merging equally with another company \u2014 <strong>17%<\/strong>;<\/li>\n\n\n\n<li>acquiring another company \u2014 <strong>29%<\/strong>.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1920\" height=\"1008\" src=\"https:\/\/itcluster.lviv.ua\/wp-content\/uploads\/2025\/12\/106-slajd-angl.png\" alt=\"\" class=\"wp-image-62733\"\/><\/figure>\n\n\n\n<p>Awareness among tech specialists about <strong>Diia.City<\/strong> \u2014 Ukraine\u2019s unique legal and tax framework for technology businesses \u2014 continues to grow. Today, Diia.City has <strong>3,095 <\/strong>resident companies and over <strong>130,000 specialists <\/strong>working for them. According to the research findings, <strong>9 out of 10<\/strong> tech professionals are familiar with this project.<\/p>\n\n\n\n<p>27% of tech companies <strong>expanded with new representative offices<\/strong> in 2025: among them, <strong>23%<\/strong> \u2014 internationally and <strong>4%<\/strong> \u2014 locally in Ukraine. 8% of tech company CEOs plan to open new offices in the coming year, with target countries including Spain, Germany, the UAE and Australia.\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1920\" height=\"1008\" src=\"https:\/\/itcluster.lviv.ua\/wp-content\/uploads\/2025\/12\/98-slajd-angl.png\" alt=\"\" class=\"wp-image-62735\"\/><\/figure>\n\n\n\n<p>The tech industry continues contributing to Ukraine\u2019s victory in the full-scale war. <strong>75%<\/strong> of surveyed companies have mobilized specialists on staff; <strong>35% <\/strong>\u2014 have veterans. Many companies also support employees currently serving in Ukraine\u2019s Defense Forces by preserving their jobs, providing fixed payments, or partially compensating military remuneration.<\/p>\n\n\n\n<p>As for specialists working in the tech industry, their number remains nearly the same as last year \u2014 <strong>303,000 <\/strong>professionals. Among them, <strong>245,000<\/strong> live and work in Ukraine \u2014 <strong>2.9%<\/strong> more than in 2024.<\/p>\n\n\n\n<p>The number of Ukrainian specialists abroad decreased by <strong>10%<\/strong> and now stands at <strong>58,000<\/strong>, compared with <strong>62,000\u201364,000<\/strong> last year. Still, the risk of losing human capital remains. The outflow of specialists has been a consistent trend over the past three years, though only a small percentage actively plan to move abroad.<\/p>\n\n\n\n<p>Ukraine has a strong pool of highly qualified tech talent driving the global technology market. Among technical specialists, <strong>43%<\/strong> have 6\u201315 years of experience, and <strong>12% <\/strong>\u2014 more than 15 years. Over 88% of the entire technical talent pool are <strong>Middle, Senior<\/strong>, and <strong>Lead<\/strong> specialists.<\/p>\n\n\n\n<p>Half of those employed in the tech sphere have completed or are completing a technical degree related to computer science; over a quarter \u2014 a technical degree not related to computer science. Around <strong>5%<\/strong> of tech professionals possess two or more specialties.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1920\" height=\"1008\" src=\"https:\/\/itcluster.lviv.ua\/wp-content\/uploads\/2025\/12\/19-slajd-angl.png\" alt=\"\" class=\"wp-image-62737\"\/><\/figure>\n\n\n\n<p><strong>Portrait of tech specialist: incomes and savings slightly decreased, while expenses increased<\/strong><\/p>\n\n\n\n<p>In Ukraine, most tech specialists \u2014 over half \u2014 are aged <strong>31+<\/strong>. The average age continues to rise: the 2023 study recorded <strong>30.9<\/strong> years, 2024 \u2014 <strong>31.5<\/strong>, and in 2025 \u2014 <strong>32.8<\/strong>.<\/p>\n\n\n\n<p>The majority \u2014 <strong>48% <\/strong>of Ukrainian tech specialists \u2014 are still working in service companies. However, the market continues to shift: the share of specialists working in product companies declined relatively \u2014 from <strong>33.6%<\/strong> to <strong>19.2%<\/strong>, while those in mixed-model companies increased \u2014 from <strong>17.4%<\/strong> to <strong>28.2%<\/strong>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1920\" height=\"1008\" src=\"https:\/\/itcluster.lviv.ua\/wp-content\/uploads\/2025\/12\/47-slajd-angl.png\" alt=\"\" class=\"wp-image-62739\"\/><\/figure>\n\n\n\n<p>The median income of a tech specialist in Ukraine, according to <strong>IT Research Ukraine 2025<\/strong>, increased by <strong>4.2% <\/strong>compared to 2024 and now totals <strong>$2,700<\/strong>. At the same time, most respondents reported that their expenses have grown: <strong>82.9%<\/strong> in 2025 versus <strong>75.6%<\/strong> last year.<\/p>\n\n\n\n<p><strong>78.6%<\/strong> of tech specialists are able to save money. In 2025, they save an average of <strong>20%<\/strong> of their income. This indicator continues to decline: it was <strong>23%<\/strong> in 2024 and <strong>26%<\/strong> in 2023. Meanwhile, <strong>every tenth<\/strong> specialist still manages to save more than <strong>half<\/strong> of their monthly earnings. The largest share of spending goes to basic needs \u2014 rent, food, etc.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1920\" height=\"1008\" src=\"https:\/\/itcluster.lviv.ua\/wp-content\/uploads\/2025\/12\/43-slajd-angl.png\" alt=\"\" class=\"wp-image-62741\"\/><\/figure>\n\n\n\n<p><strong>90%<\/strong> of tech specialists donate part of their budget to charity. Among them, <strong>4.3%<\/strong> donate more than a quarter of their income.
