The digital transformation of the State Statistics Service was initiated several years ago by the Ministry of Digital Transformation of Ukraine. The project’s goal was to embed the operating principles of a modern IT company into the state agency, enabling it to provide timely and accessible data in line with international standards. Following an open competitive tender, EPAM was selected as the project’s technology partner and consultant.

In early November 2025, the new stat.gov.ua portal, featuring an integrated AI assistant, StatGPT, was launched to the public, making official statistics simple and convenient for businesses, analysts, media, international partners, and the general public. The portal is the public-facing result of a comprehensive effort that modernized every aspect of the statistics service. EPAM managed the full transformation cycle: from strategic digital consulting and redesigning internal processes to building new teams and creating the technological infrastructure.

The digital transformation project of the State Statistics Service was implemented with the support of the Swiss-Ukrainian EGAP Program, administered by the East Europe Foundation.

The portal serves as a unified technological ecosystem for the entire statistical production cycle: from primary data collection to its processing, analysis, and dissemination. At the core of the portal is EPAM’s QuantHub data lifecycle management platform, which has been adapted to the needs of the State Statistics Service and named Sigma.
The portal supports work with over 2,000 statistical indicators across approximately 100 datasets from various economic and social domains. It also offers interactive dashboards with filtering capabilities for creating custom selections, an Application Programming Interface (API) for automated data integration into external systems, and direct URL links to specific filters and tables. Integrated metadata allows for direct navigation to indicator descriptions and methodology, ensuring full transparency in the data handling process.
The Sigma platform is hosted in a secure Microsoft Azure cloud infrastructure located outside of Ukraine. It features a multi-layered data protection system that complies with international security standards.
The system is fully compliant with the international SDMX (Statistical Data and Metadata eXchange) standard, which is used by leading institutions such as Eurostat, the OECD, and the World Bank. This accelerates Ukraine’s integration into the global statistical ecosystem and ensures data interoperability at an international level.
The AI assistant, StatGPT, is the first tool in Ukraine for interacting with official statistics through natural language queries. The assistant is built on DIAL, an open-source platform developed by EPAM for creating AI-powered agents and applications. The underlying technology was first unveiled at the SDMX Global Conference in Bahrain in October 2023, where it was acclaimed by representatives of the IMF, Eurostat, and the World Bank. The latest version, StatGPT 2.0, which is integrated into the State Statistics Service portal, was showcased at the 2024 IMF Statistical Forum.

The digital transformation of the State Statistics Service encompassed not only the technological component but also a fundamental restructuring of internal processes and significant team development. A hybrid team, numbering between 10 and 70 EPAM specialists depending on the implementation stage, worked on the project. The team included solution architects, developers, data engineers, machine learning specialists, cybersecurity experts, UX/UI designers, and other professionals.
In addition to software development, EPAM provided comprehensive training for the State Statistics Service team in project management, product-driven approaches, and data management. The Scaled Agile Framework (SAFe), a methodology proven effective on similar large-scale projects, was also implemented.
As a result of the transformation, a Statistical Data Processing Center was established, staffed with a dedicated team of data engineers, analysts, and machine learning specialists responsible for the platform’s ongoing development and support. This ensures the State Statistics Service’s autonomy in managing the new system and provides the capability for its continuous improvement.
