From Concept to Digital Service: Kitsoft and ITU Empower Mauritania’s Digital Transformation

Working together, the International Telecommunication Union (ITU), the government of Mauritania, and the Ukrainian Kitsoft team held a five-day workshop in Mauritania. More than thirty representatives from key ministries like Justice, Transport, Finance, and Digital Transformation attended the intensive workshop. 

The goal of the workshop was to show how government teams can independently create modern online services integrated with national registries and electronic identification — using the low-code Liquio platform powered by AI and developed by Kitsoft.

This workshop is part of a national project, led by the ITU, to help Mauritania’s government design, develop, and implement digital government services based on global best practices. This national project is also part of the Global GovStack initiative, which provides governments with essential tools for digital services, including building block specifications, a sandbox for testing (upcoming), communities of practices, and more.

From concept to a working service — step by step

During five days, five teams went through the full cycle of creating the “Company Registration in National Social Security Fund” service:

  • Process Analysis — reviewing the current (“as-is”) and target (“to-be”) process, identifying steps for automation, and determining which data to integrate from existing registries.
  • Technical Specification Development — using built-in AI assistants to define the service logic, variables, user roles, and business processes.
  • Form and Interface Creation — using a low-code builder, AI Builder, and ready-made Snippets, teams created forms for applicants and reviewers, configured document verification, and designed interaction scenarios.
  • Working with Registries — simulating integration with government databases, configuring data submission and processing, and updating records through defined business processes.
  • Extended Functionality — generating QR codes for PDF certificate verification, setting up automatic user notifications, and managing role-based access permissions.

    The Kitsoft team provided participants with step-by-step video instructions, guided and supported them throughout the process. As a result, the participants mastered the system and created a new government service in just five days.

    This is not the first international workshop Kitsoft has conducted abroad — a similar session was recently held in Montenegro. For us, it is important not only to implement cutting-edge digital services but also to share knowledge, helping governments build sustainable and efficient digital ecosystems.
