Lviv IT Cluster has started collecting responses for the nationwide IT Research Ukraine 2025 study. The results will help assess the current state of the tech industry in the fourth year of russia’s full-scale invasion of Ukraine. The Cluster is conducting the study as part of the IT Research project, which has been thoroughly examining and analyzing Ukraine’s IT sector since 2015.

Despite the challenges of full-scale war, the IT industry continues to play a leading role in Ukraine’s economy. It remains the country’s largest service exporter: computer services account for 38% of the total volume. Regarding overall export volumes, IT ranks second after food products and raw materials used in food production, providing crucial foreign currency inflows. That makes the systematic study of the industry more vital than ever.
IT Research Ukraine offers a comprehensive analysis of Ukraine’s IT industry using a verified methodology that has been refined over the past decade. It is a unique and detailed study with no equivalent. None of the existing industry reports offer the same structure or scientific rigor.
In a context of ongoing uncertainty, the tech sector, businesses, and the state urgently need accurate data that reflects the real situation — from specialists’ sentiments to market dynamics. This research plays a strategic role: it helps identify risks in time, find growth points, adapt business models and shape policies that align with the realities and needs of Ukraine’s IT industry.

For the fourth consecutive year, the Ministry of Digital Transformation of Ukraine has supported the IT Research Ukraine project.
“The IT industry continues to operate, create jobs, and serve as a major source of foreign revenue for Ukraine’s economy. That’s why the state must provide systematic support to the sector. IT Research Ukraine is a key tool that reflects the actual condition of the IT industry. Every year, the study provides a comprehensive understanding of the situation, helping us grasp current challenges and access reliable market analytics. That supports the development of strategic, well-founded decisions and policies that promote growth in Ukraine’s tech sector,” said Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology Development – Minister of Digital Transformation of Ukraine.
The results of IT Research Ukraine 2025 will be published in November of this year.
To ensure the highest quality of results, the study will survey at least 6,000 representatives of the IT industry and 400 IT companies. Insights from previous market monitoring and an understanding of its structure will be used to weight the sample, optimizing the planned indicators for representativeness. For indicators close to 50%, with a confidence level of 95.4%, the theoretical margin of error will not exceed 2.1%. The sociological component, economic analysis, and data verification will be carried out by the Fama Research Agency, commissioned by the Lviv IT Cluster.
