IT Research Ukraine 2026: Lviv IT Cluster Launches Data Collection for Annual Nationwide Study of Ukraine’s Tech Industry

IT Research Ukraine 2026 will bring together insights from specialists and IT companies across all regions of the country. The research will outline the state of Ukraine’s tech industry in the fifth year of russia’s full-scale invasion and help shape strategic decisions for companies, public institutions, and international partners.

Ukraine’s IT industry remains one of the most resilient sectors of the economy amid prolonged war. Computer services account for 41.6% of Ukraine’s service exports, ranking first among service export categories, and the IT sector is among the country’s top three largest export industries overall. Technology companies continue to grow their teams, secure new contracts, and generate foreign currency revenue — despite the transformation of the global IT market and wartime challenges.

Understanding how the industry is responding to these conditions and where it is heading — requires systematic, verified data collected under a single methodology. This is exactly what IT Research Ukraine provides — an annual study conducted by the Lviv IT Cluster with the support of the Ministry of Digital Transformation of Ukraine.

“High-quality data on the state of the IT industry is the foundation for any strategic conversation about Ukraine’s economic recovery. IT Research Ukraine provides a systematic, data-driven picture of the industry’s dynamics, laying the foundation for attracting investment and shaping effective sectoral policy. We’ve been conducting this study for many years now, and each time we see that demand for accurate data on the IT industry continues to grow. This is especially important now, when decisions affecting the entire country’s economy depend on understanding the real state of the industry,” comments Sviatoslav Kavetskyi, Chairman of the Supervisory Board of Lviv IT Cluster.

IT Research Ukraine is the largest comprehensive study of the state and prospects of the Ukrainian tech industry, combining independent research on human capital, business, and the industry’s economy within a single methodological framework. This approach enables a holistic view of the industry’s development, tracking long-term trends in the Ukrainian IT industry, and ensuring year-over-year comparability of results.

In the ongoing uncertainty, businesses and public institutions need precise data, not broad estimates, that reflect the industry’s current state — from specialists’ perspectives and workforce trends to companies’ economic expectations. The research plays a strategic role: it helps identify risks in time, uncover growth opportunities, adapt business models, and shape industry policy that responds to market needs rather than assumptions.

“Effective decisions by both business and the state must be based on reliable data. This is the key value of IT Research Ukraine: it is an annual study conducted according to a verified methodology. It enables us at the Ministry of Digital Transformation to track market development over time, compare key trends, and make informed decisions that support the technology sector.

Such research also helps shape a long-term strategy for the industry’s growth and strengthens Ukraine’s position as a tech nation on the international stage,” says Oleksandr Bornyakov, Acting Minister of Digital Transformation of Ukraine.

The second stage of IT Research Ukraine 2026 begins in September: a survey of CEOs and HR leaders at IT companies.

“We continue to develop IT Research Ukraine as a comprehensive industry study that analyzes the tech sector from multiple perspectives: human capital, companies, and economic indicators. This allows us to create a clear and accurate snapshot of the industry’s real state. Through this, we gain the most complete view of how the industry is adapting, where growth is happening, and where it is encountering new challenges. That is why the study’s findings become a reliable basis for decisions made by IT businesses, government institutions, and international partners,” shares Yaryna Voznyak, Research Lead at Lviv IT Cluster.

The results of IT Research Ukraine 2026 will be published in December of this year.

The study is conducted across all regions of Ukraine, excluding temporarily occupied territories. To ensure high-quality, accurate results, this year the IT Research Ukraine team plans to engage at least 300 IT companies and more than 3,500 industry specialists. The sample will be weighted using previous market monitoring and structural insights to improve representativeness. For indicators around 50%, the theoretical margin of error will not exceed 2.1% at a 0.954 confidence level. The sociological component, economic analysis, and verification of the collected data are provided by the Fama Research Agency at the request of Lviv IT Cluster.
