A large-scale, free educational initiative has been launched in the Odesa region to help local government officials master modern digital tools. Thirty representatives from territorial communities will participate in a training program covering data analytics, artificial intelligence, SMM, cybersecurity, and DevOps. The program is implemented by Hillel IT School in partnership with the Odesa Regional Development Agency. Its core mission is to improve digital literacy among public administrators and support more effective, data-informed community governance.

But the goals of the initiative go beyond education alone.
It aims to build a network of decision-makers who understand how digital systems work—and who base their policies on data rather than assumptions. The organizers believe that communities investing in digital education become more efficient, transparent, and attractive to both businesses and investors. These initiatives, they say, act as “growth points”—where knowledge investment drives regional development.
“The Vylkove community has a unique asset: a city on the water, at the heart of the Danube Delta, with tourist routes that attract hundreds of visitors every year.But we often lack the expertise and digital infrastructure to promote tourism and attract investment effectively. Our team is ready to take action—but we need the right knowledge. I joined the program to gain a better understanding of modern tools and help our community—from improving online services and websites to using data analytics and promoting tourism through digital marketing,” said Yuliia Marynova, first deputy mayor of the Vylkove territorial community.
Yuliia is one of thirty local leaders from the Odesa region participating in this grant-funded program by Hillel IT School and the Odesa Regional Development Agency. Participants will receive free training in five focus areas designed to shape a modern public leadership profile:

The full cost of the program is covered by Hillel IT School, which has invested approximately UAH 600,000 into the initiative.
“In every community, we see people who are ready to improve the system and drive innovation. Our role is to provide them with the knowledge, support, and confidence to believe that a digital Ukraine starts with each of us. Investment in education is always an investment in a stronger nation,” said Vadym Drumov, CEO and co-founder of Hillel IT School.
“Digital transformation is no longer a trend—it’s a necessity for effective local governance. The level of digital competence directly impacts how quickly decisions are made, how transparent processes are, and how accessible services are to citizens,” emphasized Serhii Kononenko, director of the Odesa Regional Development Agency.
This is not Hillel IT School’s first education initiative. Previously, the school launched a nationwide grant program open to anyone looking to change careers or upgrade their digital skills. At that time, 30 winners received full scholarships, while another 70 participants were awarded 50% tuition coverage. In total, Hillel IT School has invested nearly UAH 1.5 million across both initiatives.
