The Ministry of Digital Transformation of Ukraine, Binance, and Lviv IT Cluster, together with the Web3 Institute, have joined forces to launch the Web3 Resilience Lab. This is a new nationwide program designed to accelerate the development of innovations that strengthen the country. The initiative supports early-stage digital ideas and projects with the opportunity to attract funding for their implementation. The program’s total grant fund reaches up to $500,000.
The Web3 Resilience Lab program is for students, veterans, and small and medium-sized entrepreneurs who have an idea or a project at the pre-MVP stage and aim to create practical digital solutions for society or business in the fields of Web3, AI, IoT, Big Data, Cloud, AR/VR, CRM, and other digital domains.
“It is extremely important for us to support Ukrainian innovators who are capable of driving digital transformation. For over 10 years, Lviv IT Cluster has been implementing educational initiatives that help young people find their path in the tech world. Therefore, the launch of the Web3 Resilience Lab is a logical continuation of this work. Through this program, young people will be able to unlock their entrepreneurial potential and acquire or improve business skills, which are critically important for the development of the technological ecosystem. I am grateful to the Ministry of Digital Transformation and Binance for their trust and for inviting us to become part of this project. We look forward to seeing solutions that will make the lives of Ukrainians better and safer, as well as increase business efficiency,” emphasized Sviatoslav Kavetskyi, Chairman of the Supervisory Board of Lviv IT Cluster.
As part of the project, winning teams will receive up to $25,000 grant to implement their ideas, six months of mentoring support from Ukrainian and international industry experts, the opportunity to refine and test their prototype, prepare for attracting first investments, as well as access to knowledge and resources from key players in the innovation ecosystem.
“Today, Ukraine is moving toward smart technological self-sufficiency. Our goal is to create our own innovations with global export potential, and Web3 is one of the key directions. These technologies strengthen the security of government and business solutions, which is critically important in times of war. The launch of the Digital Resilience Lab provides access to grants and international expertise to build products that will become the foundation of Ukraine’s economic growth,” noted Oleksandr Bornyakov, Acting Minister of Digital Transformation of Ukraine.

Project submissions will be open from April 2, 2026 to May 31, 2026. Winners will be determined by public voting on the Binance platform.

Together with the Ministry of Digital Transformation and Lviv IT Cluster, we are launching a platform that will directly support innovators developing practical and scalable digital solutions. The Digital Resilience Lab will not only accelerate the development of Web3, but also strengthen Ukraine’s digital resilience through education, mentoring support, and targeted funding,” said Kyrylo Khomiakov, Regional Head of Binance for Central and Eastern Europe, Central Asia, and Africa.
The Web3 Resilience Lab will operate in partnership with the Web3 Institute, which will provide research support, expert mentoring, and industry validation for the selected projects.
