Ukraine’s tech industry continues to demonstrate resilience amid the full-scale war. During the panel discussion: Tech Industry Trends and Challenges in the Ukrainian and International Markets 2025–2026, Sviatoslav Kavetskyi, Chairman of the Supervisory Board and Acting Director of Lviv IT Cluster, talked about how businesses are adapting to new challenges, transforming their operational models, and why preparing for large-scale post-war recovery must start today. Together with other participants, he outlined the key vectors for industry development, global opportunities, and risks for the coming years.
The event, held on February 25 on the initiative of Credit Agricole, became a platform for strategic dialogue among representatives of Ukrainian business, finance, and the technology sector. Among the main topics discussed were the future of Ukraine’s tech industry amid global changes and preparations for a new stage of economic recovery.
The panel included Carlos de Cordoue, Chairman of the Management Board at Credit Agricole Bank, Taras Kytsmey, Co-Founder and Board Member of SoftServe, Yuriy Fedak, Deputy Director for Development of Eco-Optima Group, and Sviatoslav Kavetskyi, Chairman of the Supervisory Board and Acting Director of Lviv IT Cluster.
Participants discussed the transformation of the competitive landscape and the need to diversify business models, strengthen the international presence of Ukrainian tech companies amid new geopolitical and economic realities, integrate AI into strategic management, and address the challenges and prospects of post-war recovery, particularly in the energy sector. They also emphasized the importance of systematically developing talent and implementing effective management practices to strengthen Ukraine’s position in the global market.
A key highlight of the discussion was the role of education as a strategic driver of human capital development and Ukraine’s long-term competitiveness. Lviv IT Cluster has been systematically investing in this area for over 10 years, building partnerships with universities and businesses. Together with tech companies and higher education institutions in Lviv, Lviv IT Cluster has launched more than 20 educational programs, with new initiatives starting last year in Kyiv.
“Investing in education is investing in the future of the Ukrainian economy. Lviv IT Cluster’s goal is to create conditions where talented students can receive a high-quality, modern education in Ukraine without the need to seek opportunities abroad. Ukrainian IT companies collaborate with global technology leaders, whose engineers and experts teach in Lviv IT Cluster programs, passing on practical expertise to the next generation of specialists. This synergy between business and education creates unique opportunities for developing human capital within the country,” says Sviatoslav Kavetskyi.
One of the ongoing challenges for the Ukrainian tech industry is migration trends among specialists, which the Lviv IT Cluster’s analytical team closely monitors in the annual tech market study, IT Research Ukraine. Currently, one in five specialists considers working abroad, yet the majority continue to contribute their potential to Ukraine’s development.
In this context, strategic investment in people — from upskilling and developing soft skills to talent retention programs and rapid onboarding of new employees — becomes critical for company resilience and competitiveness. At the same time, government initiatives, including democratization and continued European integration, help create conditions that encourage specialists to stay in Ukraine.
Investing in education, fostering a favorable working environment, and taking a strategic approach to human capital challenges are key to ensuring the sustainable development of the tech sector in the post-war period.
In conclusion, participants outlined the priorities that will shape Ukraine’s tech industry’s future trajectory. At the core is the combination of operational efficiency, innovation, technological leadership, and a transparent regulatory environment — forming the foundation for strengthening Ukraine’s position on the global IT map, and ensuring the sector’s sustainable growth in the years to come.
