Some of the first residents of the new legal space were the initiators of the Union, including the Lviv IT Cluster member companies: EPAM, SoftServe and Sigma Software.
The special legal and tax regime for the tech industry, Diia.City, was officially launched on February 8, 2022, and on February 17, an application for registration of the residents’ Union was submitted to ensure effective communication with the state, international and national partners and sustainable development of the space over the next 25 years.
Russia’s full-scale invasion of Ukraine put the plans of the Union’s founding companies on hold. However, on August 18, 2023, the Public Union Diia.City officially registered. The organization’s board included representatives of the founding companies EPAM, SoftServe, Sigma Software, NIX, and AltexSoft.
The Lviv IT Cluster, the IT Ukraine Association, the EBA IT Committee, and the Kharkiv IT Cluster joined the Supervisory Board of the Union.

We can hear the needs of Ukrainian tech companies of various sizes and directions to understand their challenges and difficulties. Based on this, we can formulate solutions and projects that positively affect the environment for the development of the tech industry in Ukraine. We are impressed by the cooperation approach inherent in the architecture of this particular Diia.City Residents’ Union. This approach is the only effective one in forming the right to represent the interests of the entire tech industry. Therefore, we are happy to be on the Supervisory Board of the Union.Lviv IT Cluster and other honorable members of the Supervisory Board will always uphold the principles of good governance and equality for all members of the Diia.City Residents’ Union,” says Stepan Veselovskyi, CEO of Lviv IT Cluster.
The purpose of the Union is to implement the self-governance of Diia.City residents, stimulate business interaction between them, combining the efforts of Diia.City residents and resources to develop the digital economy in Ukraine and increase its investment attractiveness.

The Union is open to Diia.City resident companies that have received confirmation of their status from the Ministry of Digital Transformation. The organization is available to representatives of all areas of tech business – service, product, and educational – to ensure maximum diversity and inclusiveness, as well as full consideration of the interests of all representatives of the tech industry.
